When undertaking implementation of M&E activities, there is need to have an M&E plan in place. A Monitoring and Evaluation Plan is a document that details how M&E activities will be implemented using the appropriate resources. What is the M&E Plan?
The M&E Plan details how Monitoring and Evaluation will be implemented in an organisation. Like any Plan in the world, this simply outlines all the activities that will be implemented, who will implement them, what tools will be used and what resources will be employed. The M&E Plan comprises of five main components:
- Monitoring and Evaluation Framework: The M&E Plan consists of the M&E Framework which is a Matrix detailing all the indicators that should be monitored and evaluated, the persons responsible and the timing. An example of the M&E Framework Matrix is provided in the figure below:
- Indicator Reference Sheets: The indicator reference sheets are a set of documents that details the definition of each indicator of the Project. The indicators could be impact, outcome or output. The importance of having indicator reference sheets in place is to promote a common understanding for each indicator in the project.
- Data Flow Chart: A data flow chart details how data will flow from the field, how it will be analyzed and how it will be reported upon.
- Evaluation: The Evaluation component details what kind of evaluation will be employed in the implementation of the Project. There are 3 main evaluations that most Projects employ. These are the Baseline, Mid – Term Evaluation and Endline Evaluation. In some instances depending on the decisions of the Project Management Team, an Impact Evaluation can also be conducted.
- Budget: A budget details the monetary resources that are required for m&e activities to take place.
